  • City of Portsmouth NH announces Carl Weber as deputy city manager

    PORTSMOUTH – With the planned transition of Deputy City Manager and Regulatory Counsel Suzanne Woodland at the end of the current fiscal year, City Manager Karen S. Conard is pleased to announce the appointment of Carl Weber as the City’s next Deputy City Manager, effective June 30, 2025.
    Weber brings a wealth of experience in public service, innovation, and organizational leadership to the role. As deputy city manager, he will serve as a key strategist in shaping the future of municipal service delivery in Portsmouth and championing innovative solutions that enhance the quality of life for residents, businesses, and visitors alike.
    “Carl’s background in streamlining operations and fostering innovation makes him an ideal fit for this leadership role,” said Conard. “His passion for public service and his commitment to excellence will be invaluable as we continue to evolve and improve the services we provide.”
    Weber joins the City following 18 years at Primex, New Hampshire’s public risk pool, where he served as director of Member Services and director of Technology Services. His tenure was marked by transformative projects including the development of member interfaces and websites, the elimination of legacy systems, and the implementation of paperless workflows and hybrid work environments, all of which aimed at increasing efficiency and service quality.
    His dedication to local government began with internships at the City of Somersworth and the City of Norfolk, Va., and continued through more than a decade as town administrator for several N.H. communities. Weber holds dual bachelor’s degrees in Political Science and Community Development, a Master of Arts in Public Policy, and a Graduate Certificate in Integrated Marketing Communications. He also brings specialized training in leadership development, conflict resolution, and organizational behavior.

    A former U.S. Navy search and rescue swimmer, he brings a spirit of service and resilience to his new role.
